Raccoon plays a different role from Bee or Bear. Its passive steal-limit boost raises the ceiling on how much fruit a raider can carry off in a single night-stealing window, which means an undefended plot loses less per incident even before any active defense kicks in. That makes Raccoon the "always-on" floor of a layered defense stack.
Pair Raccoon with an active defender (Bear for ground invaders, Bald Eagle for airborne threats) so the steal-limit reduction appliesand the active defense picks off whatever raiders still get through. Raccoon alone is partial protection; in a full stack it is the passive layer underneath the active ones.
